Resumption of road improvement work

A reader writes...Dear Ed, I am pleased to see from your newsletter that work will re-commence on the road-works stopped at the end of March this year. I see that a deal has been negotiated to reduce the total cost for the projects covering the four major roads, (including of course the EN125), by reducing the initial quote by the sum of 155 million euros!

One assumes that with the revised figure the contractors will still be making a profit.  This must call into question the original diligence practised in regard to the price the government agency was prepared to pay, and the price the contractors were proposing to charge them.  To be able to reduce the quote by a sum as large as this (155 million) suggests that the profit margin in the original quote may have been a bit on the 'fat' side to start with?

We can assume that the original estimate would have included 'fat' for any number of politicians and Camera 'Engenheiros'.
It's likely, in an attempt to try and get something actually done, the public sector mob have had to forfeit the cash favours, accepting the laying of free Tarmac driveways as 'bunce' instead!
