France and Italy will not be “punished”

eiffeltowerThe two countries were found to have breached eurozone rules, but rather than punishing them, the European Commission has given each until next spring to implement sweeping structural reforms.

“As a new commission, we’re not seeing it as a priority to punish countries,” said Valdis Dombrovskis of Latvia, the new vice-president in charge of the euro (and good luck to him).

The Commission said that seven eurozone countries were at risk of breaking the stability and growth pact, but the situation was most pronounced in France, Italy and Belgium.

France has not been able to get its budget deficit to within 3% of GDP. Italy and Belgium have incurred soaring public debt levels well above the limit of 60% of GDP.

Dombrovskis was clear that France was the major worry. It has twice been given space to control its spending within the eurozone’s limits, but now says it will not do so until 2017.

All three countries have written to Brussels promising to do more to comply with the rules.

“But given the commitment of the countries, the European commission opinion is to give those countries more time to implement their structural reforms,” said Dombrovskis.

He singled out labour markets reforms, closed professions systems, shifting taxation from labour to consumption and freeing up markets in goods and services.

The earlier heads up about Portugal soon to be seeking a 'debt haircut' ie many billions wiped off its debt becomes more obvious when you read about countries with "soaring public debt levels well above the limit of 60% of GDP."

So Portugal apparently owes around 220bn ... which is substantially above its total GDP. And totally unsustainable.

Hence the frenetic pace to appear to be 'doing something' by investigating and 'punishing' - AT LAST - the bad guys.

As without this Portugal would understandably be told to go away and 'whistle'.

But then we still don't realise how much of this is just playing at cops and robbers. That following appeals all will walk or be soon released.

Consider Duarte Lima - a lawyer himself - saying before conviction that he will be a free man on the evidence before the court.

Meaning - Under the 'old system pre - request for debt haircut' ..... my people have lost the important papers proving anything bad. Anyway the judge has been selected and his envelope already banked ...

A second marriage can often be successful, but popular mythology has a term for it - the triumph of hope over experience. And that is what Mr Dombrovskis displays. If he believes the promises made by the ailing French and Italian governments, then he needs his head examined. What about all those who keep to the rules at great cost? Will they be encouraged to virtue in this way?
