Your Algarve News Highlights - September 28th 2024

Dear Reader,

Here is your weekly news overview…

Castro Marim: man arrested for rape of a young teenager

A 44 year old man, with an outstanding arrest warrant for child molestation in the Azores, has at last been arrested, by police in Castro Marim in the Algarve.

The arrest warrant was issued by the Judicial Court of the Azores District, Ponta Delgada, in September 2016, due to strong evidence of the rape of “a 14 year old teenager”.

The arrest took place on Sunday, September 22 after the GNR of Castro Marim received reports of “a possible crime of sexual harassment of minors, which occurred in Castro Marim," and discrepancies were then found in the identification of the suspect.

The suspect was arrested, “verifying the existence of the aforementioned arrest warrant to serve a sentence of six years and six months for the crime of rape”, the Judiciary Police said.

The man was taken to the prison, to serve his sentence.

Faro hospital: evidence of disciplinary liability by surgeons

A source from the General Inspectorate of Health Activities (IGAS) has announced that the authorities have detected signs of disciplinary responsibility in some of the cases reported for alleged malpractice in the Surgery department at Faro hospital.

When asked by Lusa about the development of the process, triggered in April 2023 with a complaint from an assistant doctor at the Algarve University Hospital Center, reporting alleged bad practices in the service, that entity stated that the investigation process has been concluded and that there are grounds for instituting disciplinary proceedings.

“The investigation process has been concluded and evidence of disciplinary responsibility has been found in some cases involving all those involved, from which facts emerge that justify the initiation of disciplinary proceedings against some of the professionals involved in the medical assistance in question”, reads a note sent to Lusa news agency by IGAS.

Diana Pereira reported several cases of alleged “error/negligence” in the Surgery Department at Faro hospital, which occurred between January and March 2023. According to the doctor, of the 11 cases reported, three patients died, two were hospitalised in intermediate care at the time and the rest suffered bodily injuries associated with the alleged medical errors.

Following the complaints, in June last year, the Order of Physicians (OM) preventively suspended two surgeons from the unit for six months, a measure made public through an announcement from the Disciplinary Council of the Southern Region of the OM, and which included the director of the service and another surgeon from the Algarve hospital.

Lusa asked IGAS for access to the case, but that organisation clarified that it “is secret until the indictment”, arguing that its public disclosure could “compromise the effectiveness of the investigation that is continuing, now in the context of disciplinary proceedings”.

Lusa tried to obtain a position on the development of the case of the doctor who made the complaints, but Diana Pereira did not want to comment at this stage of the process, referring any clarifications to IGAS and the Order of Physicians.

The Portuguese Medical Association and the current Algarve Local Health Unit (ULS), which is part of the Algarve University Hospital Centre (CHUA), were also contacted by Lusa about the case, but have not yet given any response.

These complaints also led the Public Prosecutor's Office to open an investigation, which is taking place at the Department of Investigation and Criminal Prosecution (DIAP) in Faro.

12 year old stabs 6 of his classmates

A 12 year old boy stabbed six of his classmates at a school just outside Lisbon last week after he had reportedly been viewing Nazi websites.

The boy was subject to a psychological evaluation and public prosecutors opened an investigation. The boy will not face criminal charges, but a  family court made the ruling that he will be sent to an education centre as a precautionary measure, where treatment can range from very liberal, to a regime where the child can only leave very occasionally, while supervised, and last up to three years.

The stabbing occured last Tuesday in Azambuja, a town in the Ribatejo region about an hour north-east of Lisbon, after the boy brought a kitchen knife and a bulletproof vest belonging to his father to school, after the lunch brak.

Six children aged between 11 and 14 were injured, including a girl who was left in a serious condition. More than 100 students stayed home when the school opened the next day.

The boy had apparently been looking at Nazi websites for some time and was in the process of falling under the influence of the ideology. Investigators are unable to make a clear link between the searches and the attack, and it is unclear if the boy was influenced by a third party online, or in real life, or whether he had a psychological episode on the day.

One source close to the investigation told the Espresso newspaper the child was psychologically and emotionally unwell.

A lawyer said the parents would not bear any criminal responsibility for the child’s actions.

PortimĂŁo man arrested after kidnapping his own mother

A 45 year old man has been arrested, suspected of kidnapping and domestic violence, after he barricaded himself in the house where he lives with his mother, keeping her trapped inside.

The arrest, by the Judicial Police (PJ) of Portimão, occurred “following the intervention by the Portimão Public Security Police."

The situation is said to escalated to this after “a conflictual relationship between the detainee and the victim, aged 69”.

Police say the detainee has a history of crimes of theft, threat, assault and drug trafficking. He will be presented to the competent judicial authority for questioning and application of coercive measures.

Silves Bridge: traffic restrictions in place Sept 23rd to Oct 4th

From this Monday, September 23rd, until October 4th, there will be restricted traffic flow across the bridge over the Arade River in Silves, due to conservation work.

According to the sub-concessionaire Rotas do Algarve Litoral, the entity responsible for the work, “work on the sidewalks may involve narrowing the road to unload equipment and materials”.

Traffic on the bridge will be restricted “by varying the direction of the traffic lane, depending on the road to be worked on”.

For this reason, drivers are advised to drive with caution, and expect some delays.
