Current proposals would cause "the death of the Local Accommodation sector"

alAs the government working group tries to find a solution to the competing needs of those letting their properties to tourists and those that live nearby,  the head of Portugal’s estate agents’ association remains exasperated.
 
Luís Lima, the head of APEMIP, said today that the Left Bloc’s latest proposal, that Local Accommodation lettings must only be carried out at the domicile or fiscal residence of the holder of the Alojamento Local license, has left estate agents edging ever closer to a nervous breakdown.
 
A statement by APEMIP (Association of Professionals and Real Estate Mediation Companies of Portugal) says that the Bloquista proposal "calls into question all those who have invested, whether through purchase or through renovating property for the rental market, and have made this activity their business."
 
The association proposes that rental property owners could pay double the condominium fees than their resident neighbours, to reduce the amount paid by every apartment or house that is not involved in the rental market.
 
This would compensate owners “for any inconveniences created," by an ever changing roster of tourists who may, or may not, behave themselves.
 
APEMIP also suggests the creation of a rule that Alojamento Local licence holders must carry multi-risk insurance for each rental property, the insurance to cover the common parts of the building, should anything be damaged by unruly renters.
 
The president of the association, Luis Lima, was heard by the working group today, as he reviewed the various bills presented by political parties, all of which he categorised as bringing about "the death of the Local Accommodation sector which is now one of the main drivers of the real estate market."
 
The association that represents Portugal's estate agents also is opposed to the Left Bloc proposal to limit local tourist rentals to 90 days a year, which, according to APEMIP, would result in the closure of 95% of AL establishments.
