Chaotic Castro Marim municipality 'best run in Portugal'

castromarimbeachThe impotent, dysfunctional and paralysed Castro Marim Council has just come first in a nationwide survey to identify 'the best run municipality in Portugal.'

Amid loical astonishment, Castro Marim leads 308 ‘well run’ municipalities in Portugal for last year.

The annual study is carried out by the Economists' Association which placed Castro Marim first.

Another prominent position given to the Council was in relation to the services provided to its citizens, taking 14th place nationally.

The Portuguese Municipal Rating takes into account criteria such as inclusion, safety and sustainability, municipal governance, service to citizens, economic and social development and financial sustainability.

The objective of this ranking, is ‘not to discredit those municipalities that score low but to encourage them.’

Castro Marim is so ineffective that the mayor, Francisco Amaral, has resigned to force a local election in order to end the impasse that has blocked legislation and hampered progress.

On the other hand, the fact that Amaral has achieved this high rating for running council services in spite of the deadlock in the council chamber speaks volumes for his management skill.

As often pointed out - Any favourable evaluation of the Portuguese or some aspect of their country has to be taken with a lorry load of salt. What this Castro Marim result tells us is nothing more than a sizeable number of respondents come from this municipality. Not that it is in anyway the best or indeed amongst the best which would explain why the lower placed municipals will ignore the result. Still - it is good to see financial sustainability getting a look in; if only retrospective punishment for misuse of public funds and abuse of office was possible in Portugal. Action against both the political's and the municipal officers who 'made it happen' and without whom the political is just hot air.
