After a meeting of the Council of Ministers last week, there are changes to safety measures in the high risk municipalities, suchas limited circulation and opening hours, but there is some confusion about what these are and where they apply.
1. MUNICIPALITIES WITH VERY HIGH RISK
There are 19 municipalities (3 in the Algarve) with an incidence rate above 240 cases per 100,000 inhabitants in the last 14 days (or 480 if they are low density municipalities):

FOR THIS GROUP THE FOLLOWING MEASURES WILL BE IN FORCE:
• Limitation of circulation on public roads after 23:00 ;
• Mandatory telework when activities allow;
• Restaurants, cafes and patisseries can be open until 22:30 during the week and until 15:30 on weekends and holidays (indoor, with a maximum of 4 people per group; on the terrace, 6 people per group);
• Cultural shows until 22:30;
• Weddings and baptisms with 25% of the capacity;
• Retail food trade until 9 pm during the week and until 7 pm on weekends and holidays;
• Non-food retail trade and provision of services until 9:00 pm during the week and until 3:30 pm on weekends and holidays;
• Permission to practice medium risk sports, without spectators;
• Permission to practice outdoor physical activity for up to six people and gyms without group classes;
• Events abroad with reduced capacity, to be defined by the DGS;
• Citizen offices with face-to-face service by appointment.
2. HIGH RISK MUNICIPALITIES
There are now 26 municipalities (6 in the Algarve) with an incidence rate above 120 cases per 100,000 inhabitants in the last 14 days (or above 240 if they are low density municipalities).

• Limitation of circulation on public roads after 23:00 ;
• Mandatory telework when activities allow;
• Restaurants, cafes and patisseries can be open until 22:30 (inside, with a maximum of 6 people per group; on the terrace, 10 people per group);
• Cultural shows until 22:30;
• Weddings and baptisms with 50% of the capacity;
• Food and non-food retail trade and provision of services until 9 pm;
• Permission to practice all sports, without spectators;
• Permission to practice physical activity outdoors and in gyms;
• Events abroad with reduced capacity, to be defined by the General Directorate of Health (DGS);
• Citizen Shops with face-to-face service by appointment.
3. MUNICIPALITIES ON ALERT
There are 21 where, for the first time, an incidence rate above the defined thresholds was recorded. If this is maintained, they enter the list of municipalities with greater restrictions.

WHAT MEASURES FOR THESE MUNICIPALITIES?
Although alert, these municipalities are still subject to the deconfinement measures that came into force on June 14th, the same in force for the municipalities on the green list in terms of risk (that is, all those in the territory of Mainland Portugal, except the 45 mentioned as very high and high risk.
• Recommended telework in activities that allow it;
• Restaurants, cafes and patisseries (maximum of 6 people inside or 10 people on terraces) until midnight for admission and 1:00 am for closing;
• Commerce with the respective licensing schedule;
• Public transport with a capacity of two-thirds or with a full capacity in transports that operate exclusively with seats;
• Cultural shows until midnight;
• Showrooms with 50% capacity;
• Outside the concert halls, with marked places and with rules to be defined by the DGS.
• Training levels and amateur modalities with marked places and access rules defined by the DGS;
• Sports venues with 33% of the capacity;
• Outside venues apply rules to be defined by the DGS.
