Portugal's new north-south air link in GNR security row

portimaoaerodromeThose councils with airport stop-offs on the new Portimão to Bragança AeroVip service have been sent invoices from local GNR stations to cover the cost of security.

The air service has been going a month and the GNR has been providing on-site security when flights land and take off.

Viseu, Bragança, Vila Real, Portimão and Cascais council areas all host airports on the new service route and all have refused to pay up, claiming that councils already have jumped through hoops to get airport authorisation from the National Civil Aviation Authority and at no stage did anyone point out that the GNR would be billing them for security.

Airport security is the function of the State, claim the mayors, so the cost should be paid by the State.

The Ministry of Infrastructure has done little more than agree there is a problem and that things should have been made clearer.

The GNR’s position is that the airfield security service is additional to its officers' normal duties and therefore is a chargeable event.
 
The GNR also say the civil aviation security measures are a result of a commercial enterprise and are the sole responsibility of the aerodromes council owners.

An Aerodrome Safety Plan approved by the National Civil Aviation Authority is needed but the councils that own the airfields are at liberty to contract private security guards as long as they have been correctly trained.

I was told one year ago by Municipal staff that the cost of the Security and Emergency services must come out of the local budget .... So it's a total lie that they did not know this ... I was even told the figure (€750 per day ....two hours). ... At that time the President of the Camara was bathing in self admiration at her good business skills as this service will bring a lot of investment to the region... She even sighted Vinyards ( never could work out that one ) .... The last 7 flights have seen thee passengers using the service at a cost of over €18000. How long can this go on ?

Nobody seems to ask the question....why are we paying €2500 per day per leg to carry one person if we are lucky...the Portimao - Cascais leg has been open for a month now and the count of actual paying passengers is approximately 15.... Over the whole month...so an income of about €1500 max and outgoing ---€ approx €75 k.
This will double in summer as two trips per day....total insanity and Portimao VP is still spouting off about tye great service and the prosperity it will bring to the Algarve.....are they total idiots.......I guess the answer is clear....
