From today, June 24th, there will be fines for wearing a bikini, or being without a shirt in Albufeira, on the street.
The new Code of Conduct for Albufeira was published yesterday in the Official Gazette and comes into force officially today, Tuesday, June 24th, 2025.
The text is practically the same as that which had been submitted for public consultation, meaning that it is now prohibited to remain or circulate in public spaces in a state of complete or partial nudity.
The document states that a state of partial nudity should be understood as “a person who partially exposes their body, and who, even when using any piece of clothing or accessory, allows the exposure of the sexual organ”.
The previous wording gave examples of bikinis, trikinis, swimsuits and similar items, shorts and underwear, which was removed from the final document, but the practical consequence is exactly the same: walking around wearing only these items of clothing in public spaces and on public transport in Albufeira or even in private spaces visible from the public space, is subject to a fine.
It is only possible to walk in a state of partial nudity on the beaches and bathing areas of the municipality, in the access areas to them (namely, car parks) and in outdoor spaces intended for the collective use of hotel units.
Fines can range from €500 to €1,800 for anyone caught in a state of complete nudity and the same will apply to anyone who practices or simulates any type of sexual act, whether individually or not.
However, anyone who is partially naked may also have to pay a fine of between €300 and €1,500. The same amounts apply to anyone who consumes alcoholic beverages or defecates or urinates in public.
Other offences include spitting on the ground, spending the night, camping or preparing any type of food on public roads, or even leaving or abandoning supermarket/hypermarket trolleys and similar items outside of designated areas. In these cases, fines range from €150 to €750.
Commercial establishments may also be penalized, with fines of up to €4,000 and the closure of the establishments for a period of up to 2 years. The practice of sports, recreation, culture, leisure or art outside of places specifically designed for this purpose is now prohibited and also subject to financial penalties, along with those who make noise in residential areas or who damage or destroy property belonging to the municipal heritage.
The Municipal Police will be responsible for enforcing the rules.
