From July 15th to 31st this year, if you are a National Health Service (SNS) user you may be contacted to update missing key data in the National User Registry (RNU).
If you get an SMS, visit your health unit to update info like your Fiscal number (NIF), address, or residence permit.
Starting January 2026, outdated registrations could affect access to care.
The Central Administration of the Health System (ACSS), in collaboration with the Ministry of Health's Shared Services (SPMS), will notify National Health Service (SNS) users of the need to complete missing data in the National User Registry (RNU), a mandatory requirement for maintaining registration in primary health care (CSP). The contact operation, which will run from July 15th to 31st, is part of the "For a closer SNS, stay closer" initiative.
This initiative aims to notify, via SMS, SNS users whose mandatory data is missing from the RNU, alerting them to the need to go to their respective health units and complete the missing information.
1.1 million citizens with missing information in the RNU will be contacted by SMS ( 251,000 are registered in CSP). If the data is not updated during this period, a new contact operation will be carried out 90 days later.
From January 2026 , and after all contact attempts have been exhausted, the conditions associated with each type of registration will come into force, complying with the provisions of the new legislation in force – Order No. 14830/2024, of December 16 and Order No. 40/2025, of January 2.
The RNU is a national database essential to the functioning of the NHS, ensuring the correct identification and characterisation of users. Updating biographical and identification data, including NIF (Taxpayer Identification Number), residence, and, in the case of foreign citizens, a valid residence permit, is mandatory to maintain registration with a CSP unit.
The data qualification process in the RNU has been developed gradually and rigorously by entities of the Ministry of Health, always with preventive measures that ensure citizens' continued access to the SNS.
